Bipartisan congressional negotiators have reached a critical agreement on a spending bill that if approved by the House and Senate would fund the government through the end of September, senior aides from both parties told CNN.

The plan would add billions of dollars for the Pentagon and border security but would not provide any money for President Donald Trump's promised border wall with Mexico.

Votes in both chambers are expected by the end of the week.

President Donald Trump hit on some of the biggest issues he has tried to tackle during his first 100 days in office at a rally Saturday in Pennsylvania, where he struck a consistently divisive and determined tone.

The threat from North Korea, getting a health care bill passed and possibly renegotiating the Paris climate accord were among the big talking points of Trump's nearly one-hour speech on his 100th day as President, which he delivered to a crowd in Harrisburg.

Among the crowd favorites at Trump rallies are the President's attacks on the press, and this especially rang true at Saturday's event because many members of the press are celebrating at the White House Correspondents' dinner in what Trump calls the "swamp" of Washington -- setting up a prime-time duel with what has become his No. 1 foe, the media.

News Alert: Trump's 100th day

It’s been 100 days like no other.

Today marks President Donald Trump’s 100th day in office -- for supporters, a heady moment in history that has brought a political outsider to the world’s most powerful office with promises to make the country great again; for detractors, a presidency they see as incompetent, haphazard and reckless.

Supporters and detractors and the President will all make their voices heard today.

Protesters will take to the streets in Washington for the People’s Climate Movement. Hundreds of sister marches are also planned across the United States and around the world, billed as a mobilization for climate, jobs and justice.

This evening, Trump will rally with supporters at a campaign-style event in Harrisburg, Pennsylvania, to promote his accomplishments.

He will not, however, attend tonight’s White House Correspondents’ Association dinner. It will be the first time a president has missed the event since 1981 when Ronald Reagan was recovering from an assassination attempt.

Secretary of State Rex Tillerson called on the world community Friday to drastically increase pressure on North Korea, warning that failure to do so could be “catastrophic” and that the US is prepared to take military action against the rogue regime if necessary.

“All options for responding to future provocations must remain on the table,” Tillerson said. “Diplomatic and financial leverage or power will be backed up by willingness to counteract North Korean aggression with military action, if necessary.”

Tillerson, speaking at a special US-hosted UN meeting to address the challenge, called on member countries to take three immediate steps, singling out China as he did so and warning that countries that don’t comply may face consequences.

He urged nations to fully enforce existing sanctions on the Democratic People’s Republic of Korea, suspend or downgrade diplomatic relations with the already isolated country and increase its financial isolation by targeting countries and individuals that support its nuclear and ballistic missile program.

1. North Korea

We're getting something of a mixed message from the Trump administration on North Korea. President Trump said there's a good chance the US could have a "major, major conflict" with the North, as tensions remain high over its nuke program. But Secretary of State Rex Tillerson struck a more optimistic tone, saying direct talks with the regime would be "the way we would like to solve this." VP Mike Pence said earlier this month that there would be no talks with the North "until they had denuclearized." Tillerson today chairs a special meeting of the UN Security Council to discuss Pyongyang. Congress next week is due to vote on a bill to authorize new sanctions against North Korea.

2. President Trump

He thought the job would be easier. And he misses his old life. In a new interview, President Trump gave some insight into how he's settling into the Oval Office as his first 100 days draws to a close. Trump said he misses the freedom of movement he had before he became Commander In Chief and entered the White House security bubble (most Presidents say the same). And Trump really misses driving. He will be in Atlanta today to address the NRA convention -- but guns will be banned from the hall where he speaks. Tomorrow, he marks Day 100 with a big rally in Pennsylvania. There's a lot going on this weekend, including the White House Correspondents' Dinner (which Trump is skipping) and a climate change protest march in DC.

3. Pope Francis

The Pope travels to Egypt today to meet with the country's President and to give comfort to a Coptic Christian community there still reeling from a pair of Palm Sunday terrorist bombings that killed 45 people. Francis is coming under some criticism for meeting with Egyptian President Abdel Fattah el-Sisi, whose human rights record is, well, less than admirable. The Pope will also meet with Muslim leaders and is expected to once again plead for the nations of the world to open their borders to migrants fleeing Mideast violence.

4. Driving under the influence

More people died while driving under the influence of drugs than while driving drunk in 2015, a new report finds. That's the first time that's ever happened. In 2015, 43% of drivers killed in wrecks were driving drugged, while 37% were driving drunk. But highway safety experts are skeptical of the findings, saying alcohol use remains the biggest concern on the nation's roads; they want to see more research on drugged driving.

5. United Airlines

Well, that was fast. Just a couple of weeks after United Airlines caught pure hell after a passenger was dragged off a flight (in a video seen 'round the world), the airline has reached a settlement with the passenger, Dr. David Dao. Financial terms weren't revealed, but you can bet it's a pretty big number. The whole crazy incident is rippling through the industry, too. Southwest Airlines says it will no longer overbook flights. But that doesn't mean you can't get tossed off a flight for strange reason: A man says he was kicked off a Delta flight for going to the bathroom.

One more thing ...

Arkansas executed convicted killer Kenneth Williams overnight, the state's fourth execution this week.
