White House: Trump will stop short of declaring opioid epidemic a national emergency
President Trump on Thursday will direct the acting director of the Department of Health & Human Services to declare the opioid epidemic a public health emergency, White House officials said, stopping short of declaring the crisis a national emergency.

Administration officials said they felt that a public health emergency is a better use of resources.
