NEWS OF THE MORNING

At 2 a.m. this morning from the Supreme Court — you may carry on:

Via The Hill’s John Kruzel, in an overnight decision, the Supreme Court cleared the way for federal executions to resume for the first time since 2003. https://bit.ly/30djqXe

What happened yesterday: The first execution was scheduled for Monday afternoon but a federal judge blocked it just hours before. “A federal appeals court in Washington hours later declined the Trump administration’s emergency request to reinstate the executions. Then just after 2 a.m. Tuesday, the Supreme Court permitted the executions to proceed under a new protocol using pentobarbital sodium.”

Which justices allowed the protocol — the conservatives: Chief Justice John Roberts, Justices Clarence Thomas, Samuel Alito, Neil Gorsuch and Brett Kavanaugh

Which justices dissented — the liberals: Justices Ruth Bader Ginsburg, Stephen Breyer, Sonia Sotomayor and Elena Kagan

After this morning’s decision — Daniel Lee Lewis was executed:

47-year-old Daniel Lewis Lee, a former white supremacist who was convicted of killing a family of three in 1996, was executed this morning and pronounced dead at 8:07 a.m. EDT. https://bit.ly/3ep4uKV

California Gov. Gavin Newsom (D) shut down all bars and most indoor activities yesterday as coronavirus cases surge in his state.

Plus all bars are shut down.

What about restaurants?: Restaurants can still serve patrons outdoors and for take-out.

Additional closures in 30 counties, which covers about 80 percent of the state: Indoor operations are closed for fitness centers, places of worship, Offices for non-critical sectors, personal care services, hair salons, barbershops and malls. https://bit.ly/3fw6LoI

AND IN ENGLAND — FACE COVERINGS ARE REQUIRED:

Face masks are now mandatory in supermarkets and stores in England. Details from the BBC: https://bbc.in/2C0aWed

THE NUMBERS:

Coronavirus cases in the U.S.: 3,366,845

U.S. death toll: 135,635

Breakdown of the numbers: https://cnn.it/2UAgW3y

For context: Three months ago today, 583,330 Americans had tested positive for the coronavirus and 23,654 had died. https://bit.ly/3eqh9gn

The next phase of coronavirus relief:

Via The Hill’s Alexander Bolton, “Senate Majority Leader Mitch McConnell (R-Ky.) said Monday that he is in discussions with Treasury Secretary Steven Mnuchin on the next phase of coronavirus relief and predicted the Senate will begin working on the legislation more widely next week.” https://bit.ly/3fu2QsG

What’s next: “[McConnell] will begin sharing the emerging work product with the rest of the Senate GOP conference after colleagues return to Washington on July 20.”

What to expect in that relief package: https://bit.ly/3fu2QsG

MEANWHILE IN MCCONNELL’S HOME STATE:

“The AFL-CIO on Tuesday announced a new television and social media ad buy that calls on Senate Majority Leader Mitch McConnell (R-Ky.) to pass the House Democrats’ coronavirus relief package. The six-figure ad buy will run in Kentucky over the next two weeks.”  https://bit.ly/3gZ23Aa

WHAT SENATE DEMS WANT:

Via The Hill’s Peter Sullivan, “Senate Democrats on Monday called for Congress to provide $25 billion in emergency funding for production and distribution of a coronavirus vaccine ahead of negotiations on an upcoming response package.” https://bit.ly/2ZpSjcr

ON THE CAMPAIGN TRAIL

Happening today — Democrats are playfully winking at Texas:

Via The Hill’s Niall Stanage, “Democrats will go to the polls for their runoff primaries in Texas on Tuesday feeling more optimistic in years that 2020 will be the election that turns the Lone Star State blue. The party is feeling better and better about its chances in Texas this fall given new polls that show presumptive Democratic nominee Joe Biden in a close race with President Trump.” https://bit.ly/2Zs0C7y

Why that’s big: “If that holds out, it could open up more opportunities for the party to win House seats, legislative districts or even a Senate seat.”

How this could play out: https://bit.ly/2Zs0C7y

Joe Biden’s using the ‘E’ word with Donald Trump:

Via The Hill’s Amie Parnes, “Joe Biden is taking aim at President Trump on the economy, hoping to undercut Trump’s strongest argument in his reelection bid.” https://bit.ly/2ZpBHl8

How so: “With COVID-19 wreaking havoc on the economy and unemployment at its highest level in years, Team Biden believes it can go on offense on the issue, which had long been a strength for Trump. Polls continue to show that a majority approve of Trump’s handling of the economy, but Democrats see a vulnerability.”

IN OTHER NEWS

It’s not the time, squirrel!!:

A squirrel in Colorado tested positive for bubonic plague. https://bit.ly/3fsKCYH

Can it be contracted?: “Health officials warned that the bubonic plague can be contracted by humans and household animals if ‘proper precautions’ are not taken.”

How humans can get infected: “Humans may be infected with the plague through bites from infected fleas or by direct contact with blood or tissue of infected animals. Cats are highly susceptible to plague and may die if not promptly treated with antibiotics. While dogs are not as susceptible, they can pick up and carry plague-infected rodent fleas, according to health officials.”

What people can do to prevent the spread: “The county is recommending the public eliminate all sources of food, shelter and access for wild animals around their homes. The public is also urged not [to] feed wild animals, maintain litter- and trash-free yards to reduce wild animal habitats and avoid contact with sick or dead wild animals and rodents.”
