GOP counting votes on its tax bill
 

The Republican tax bill is done, according to two sources involved in the process.


The language was finalized late Thursday night. The bill text will be released at 5:30 p.m. Friday.
 

Once the conferees sign the report, as they were scheduled to do this morning -- it's locked in. There are no last minute deals, or amendments, or fixes, or tweaks. That's it.
 

Florida Sen. Marco Rubio has said he was a "no," and Utah Sen. Mike Lee has said he was undecided. Most senior Republican aides scoffed at the idea that one or both would vote to take down what Republicans view as a cornerstone domestic achievement -- the first of their year running Washington. But Rubio's red line Thursday genuinely surprised Republican leaders.
 

Rubio and Lee clearly got more money toward refundability of the child tax credit, expanding that part to $1,400, from $1,100. The expansion of the refundability piece, which is part of the $2,000 child tax credit in the tax bill, was made explicitly to secure Rubio's support. One GOP aide said leadership was of the mind that the change would be enough to get Rubio's support. As of now, his office is not committing to a "yes" vote.
 

"We have not seen bill text, and until we see if the percentage of the refundable credit is significantly higher, then our position remains the same," a Rubio aide said.
