Users began raising concerns about the images last week, in which Grok was generating pictures of women and children in sexualized attire in response to user prompts.
The European Commission, the European Union's executive arm, said Monday that it was "very seriously looking into" the issue.
"This is not spicy. This is illegal. This is appalling. This is disgusting," spokesperson Thomas Regnier said at a press briefing. "This is how we see it. And this has no place in Europe."
"I think X is very well aware that we are very serious about [Digital Services Act] enforcement," he added, referring to the $140 million fine levied against the platform in December for violating the EU law.
The United Kingdom's communications regulator Ofcom also said in a statement posted to X on Monday that it was aware of concerns about a Grok feature that "produces undressed images of people and sexualized images of children."
The British regulator said it had made "urgent contact" with X and xAI, the AI company behind Grok, to "understand what steps they have taken" and would determine whether an investigation is warranted.
Malaysian officials warned in a statement shared to Facebook on Saturday that using the AI chatbot to create "indecent, grossly offensive, or otherwise harmful content" could violate the country's laws and said it would be opening investigations into X users accused of potential violations.
They also said they are investigating online harms on the platform and would be calling in X's representatives.
India's IT ministry ordered X on Friday to take corrective action, according to TechCrunch. Politico also reported that French authorities were investigating the sexually explicit deepfakes.
Musk addressed the images Saturday, noting that "anyone using Grok to make illegal content will suffer the same consequences as if they upload illegal content."
X's Safety account also said in a post that the platform removes illegal content, including child sexual abuse material, and permanently suspends responsible accounts, in addition to "working with local governments and law enforcement as necessary."
