Johnson's office on Tuesday released a plan for Republicans' first 100 days in office. That plan says Republicans will "repeal wasteful Green New Deal tax credits and anti-energy regulations."
However, Johnson told CNBC that not every energy credit would be on the chopping block.
"You've got to use a scalpel and not a sledgehammer, because there's a few provisions in there that have helped overall," he said.
His comments come after 18 House Republican last month said that at least some of the tax credits should be preserved.
"Prematurely repealing energy tax credits, particularly those which were used to justify investments that already broke ground, would undermine private investments and stop development that is already ongoing," they wrote.
The Inflation Reduction Act included tax credits that spurred significant investment in climate-friendly energy projects.
While no Republicans voted for the law, many projects it jump started are located in Republican-held districts.
